From application to grant: the new authority timeline
What happens between the day a carrier applies for operating authority and the day it can haul for hire, with the timing measured from FMCSA's own records.
- For 7,654 dockets that were both filed and granted inside our 91-day window, the median time from application to grant was 22 days (middle half: 13 to 35 days).
- Of 9,571 granted dockets with a known filing status, 93% show liability insurance on file with FMCSA today.
The steps
- USDOT number. The company registers with FMCSA and gets a USDOT number. Intrastate carriers in many states stop here. Event: new USDOT number.
- Authority application. A for-hire interstate carrier, broker or freight forwarder applies for operating authority. FMCSA assigns a docket number (MC, FF or MX) and the status reads pending. Event: authority application filed.
- FMCSA Register. The application is published in the FMCSA Register, which opens a protest period (FMCSA describes it as 10 days). Event: published to FMCSA Register.
- Insurance and process agent. Before FMCSA grants authority it needs proof of liability insurance (form BMC-91 or BMC-91X, filed by the insurer; brokers file a BMC-84 bond or BMC-85 trust) and a designation of process agents (form BOC-3). Events: insurance filing received, BOC-3 filed.
- Grant. With no successful protest and both filings on record, the authority becomes active. Event: authority granted.
- After the grant. If the insurer later cancels the policy, FMCSA serves an involuntary suspension notice, and the suspension takes effect unless new coverage is filed. Events: involuntary suspension notice, authority suspended.
Why the timing matters to vendors
Insurance agents win the policy between application and grant, because the grant cannot happen without it. Factoring companies, dispatchers and brokers can only work with the carrier after the grant. Suspension notices give insurance agents a second chance with a deadline attached.
Carriers say the calls start fast: FMCSA itself warned in 2014 that solicitors "contact new carriers within minutes" of an online transaction. Speed is the reason this feed runs every morning instead of weekly.
